The recent development in the decentralized planning process in Madhya Pradesh is characterized as systematic efforts from conceptualization and mobilization to institutionalization, under the leadership of our honorable Chief Minister. The government of Madhya Pradesh has shown the courage to interact with the community for making village-level development plans.

The Madhya Pradesh State Planning Commission has come up with the tangible plan as an effort for getting closer to the community. First time in the development history of the state, the decentralized planning process in Madhya Pradesh has been implemented successfully since 2010-2011.

The purpose of Decentralized Planning Process is to provide equal development opportunities to all, judicious distribution, use of resources and yielded better results. It also leads to the reduction of social, economic, geographic disparities through involvement of the community in the planning process.

Decentralization is a mechanism that opens a way to transparency, quality and accountability at all levels and the process of distributing or dispersing functions, powers, people or things away from a central location or authority.

There is full arrangement for decentralized planning under the Panchayati Raj system in India. According to the system, a plan will be made at the Village, Gram Panchayat, Block Panchayat and District Panchayat levels as well as at urban local governments and their consolidation into a District Plan in each district will reach the state. The implementation of the plan will be done by the local government at the village and ward level.
