Conduct sample survey in each district to assess skills and interest of youth. Capture majority and establish district specific by empowering specific needs and interest. Keeping capex in view suggest three tiers of YRCs. In smaller DHQs-Tier 3; medium size DHQs- Tier 2; Bhopal, Indore, Gwalior, Jabalpur- Tier 1. In Tier 1 YRCs, think of machinery like 3D printing . In Tier 1&2- test kits as per majority of the interest. Also need to provision custodian of inventory and Opex for each YRC
